Midi velocity edit query

Is it possible to edit the velocity of midi events, within a range that I define? For example, I might have a drum track in which the snare has a lot of ghost note hits. Could I alter the velocity of all the snare note hits that have a value bewteen 0 - 30 only, leaving all of the harder hits (above 30) untouched, and enabling me to adjust the ghost notes velocities in comparison to the harder hits? Thats just an example, but I hope its clear what I'm trying to acheive. . . any help or advice on methods or solutions would be greatly appreciated , thanks.
