Alright, so recently I've been having playback problems with Reaper on my Laptop. I have been using Reaper on it for a month and a half and only about a week ago I've been having these playback problems. I've tried changing the latency, redownloading my drivers, turning off/deleting all the plugins(cpu use assumption), and none of that had worked. Also saw a thread about trying ASIO4ALL and that didn't work. I do switch back and forth from recording on my PC(which is a gaming PC so it's extremely powerful) and my laptop (which is still recently acquired and still great). All the recording for that project was done on my PC, I just had to swap to my laptop to record Vocals in a separate room, and it used to work. I need as much help as I can get. Thanks! Edit 1: Another thing to note is when I render it, it sounds fine afterwards.

In order to actually watch your youtube video I have to switch on my audio monitoring chain, which involves three separate outlets in different parts of the studio, and then sit through the vid. Could you maybe give us a little more precise information on your two setups and exactly how you are using Reaper and a clue as to what the problem is?. Also which OS and Reaper version, what plugs are active, etc. Mind you if it renders OK...? With seven views, one of which is me, you aren't likely to get any help via that vid.
I would have guessed the same. Buffer too low, or rather "WaveOut" as the culprit. But you say ASIO renders the same result!? Or did ASIO4all not work AT ALL? Is the laptop running Windows 10?
