Create a new measure?

I'm working on a project with my drummer where he programs drums & I record guitars & bass, shared with dropbox. In a couple spots in our songs he likes to create a small 1 or 2 beat gap for drum fills & such. The problem with this, is that the rest of the track is then on an offbeat which makes it annoying to record parts (metronome count-in is off) and things of that nature. Is there a way to put the edit cursor in a particular location and make that the first beat of a measure, leaving a partial measure in the space before it?

Select in the timeline the area where you want the empty space. From "INSERT" menu select "Empty space at time selection." Hope that's what you're looking for.

I've made a measure in 1/4 time for example before. Then switch it back to 4/4. Fixes metronome iirc.
